If you are using a mobile phone to track a vehicle then the mobile needs to be kept in the vehicle at all times, this is itself could be a security problem and vehicles can easily be broken into if a phone is on show. With a vehicle tracking system, the device is fitted to the vehicle, it devices tend to be really small and not very easy to detect.
So, there are responsibility and security issues when using a mobile phone to track a vehicle, issues that can be overcome if a vehicle tracking system is fitted in to the vehicle.
