In some instances, yes these devices can assist the police in catching those thieves and making them face the consequences of their own actions. Few new vehicles this day in age are automatically fitted with a small vehicle tracking device. If the vehicle is stolen, the police are able to use the GPS system to track down the stolen vehicle, retrieve & return it to its rightful owner and punish the thief or thieves for their actions.

Some of the vehicles that are stolen are being linked to drug smugglers or dealers. If the stolen vehicle is fitted with a tracking device, then this vehicle could lead the police to premises that are being used to store the drugs or just to catch the dealer/smuggler themselves.
